Should I just remain incognito until this blows over? (see details)?

I came down too hard on my male cousin a couple of months ago for sending mean e-mails (we used to talk every day prior to this), but I realized that and immediately apologized from the heart. He evidently still will not forgive me and refuses to speak. (I did try apologizing a second time about a week or so ago; he did respond, "don't dwell on it; all is fine", but still refuses casual conversation). Is this his way of saying, "Shut up; I don't want to talk to you any longer."? (UPDATE: A very reliable source told me yesterday that he is "very hurt" and "does not wish to talk" with me right now. In light of knowing this, should I avoid the family reunion this October or wait until next year?)
